Required Skills & Qualifications:

  • 10+ years’ experience and knowledge in the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) across jurisdiction/classification, licensing, exceptions, end-use/end-user, technical data/technology controls, and recordkeeping; working knowledge of Office of Foreign Assets Control (OFAC) sanctions and intersections with export controls
  • Comfortable presenting to C-suite and operational teams; facilitates workshops and delivers decision-oriented readouts for clients ranging from start-ups to Fortune 50
  • Export controls/sanctions advisory projects end-to-end (scoping, work planning, governance, budget development and management, delivery, and stakeholder alignment across Legal/Compliance/Engineering/IT/Security
  • Conducts rigorous QA/review of complex regulatory analyses and client deliverables for technical accuracy, defensibility, completeness, consistency, and “client-ready” clarity; establishes review checklists/templates and quality gates
  • Deep familiarity with Technology, Media & Telecommunications (TMT) operating models and export-controlled technology challenges (global engineering, remote support, cross-border collaboration, technology release/deemed export considerations)
  • Advises on sovereign data/data localization implications for enterprise resource planning (ERP) and cloud setups, including access governance, admin privilege models, logging/auditability, data residency configurations, and data tagging/marking models
  • Builds and enhances export controls/sanctions compliance programs (risk assessments, policies/procedures, internal controls, training, monitoring/testing, and remediation roadmaps) and familiarity with trade automation/global trade management (GTM) enablement (screening, classification, licensing workflows, holds, audit trails, and master data governance)
  • Self-starter who works independently while leading/managing teams and mentoring junior staff; drives accountability, risk-based decisioning, and timely escalation of issues.

The expected pay range for this contract assignment is $125 - $150 per hour. The exact pay rate will vary based on skills, experience, and location and will be determined by the third-party whose employees provide services to Deloitte.
